陕西小城镇发展的模式探讨

陕西小城镇具有发展水平低、分布不平衡、数量增长超过规模的扩张和质量的提升等特征，其发展的主要问题在于非农经济落后、宏观指导不力、微观管理不到位等方面，其发展上既有西部大开发的良好机遇，又存在着自身基础薄弱、大中城市的竞争限帛和地理环境制约等不利条件。作者认为陕西小城镇的发展应与区域优势资源的开发和非农产业的发展相结合，突出重点，以质的提升取代量的扩张，因地制宜的选择发展模式。基于此认识本文提出了陕西关中、陕南、陕北三大地理区和六种不同类型地域城镇化发展模式及相应的政策建议。

RESEARCH ON DEVELOPING MODEL OF THE SMALL TOWN IN SHAANXI PROVINCE

On the basis of analysis of the characteristics, advantages and disadvantages of small towns' development in Shaanxi province, the author considered that the development of Shaanxi small towns must integrate with its regional advantage resources utilization, non-agricultural industries expanding and eco-environment harness. Besides, laying emphasis on the most important small towns' growth, adjusting measures to local conditions and choosing suitable developing models are also needed to carry out. In view of that, the author has brought up the developing models of small towns under the condition of the Shaanxi three geographical regions and six different urbanization type zones. In order to promote the small towns' development, some policy propositions have been suggested in the last part of the paper.
