石羊河流域治理重在推进节水型社会建设

石羊河流域水资源短缺，开发过度，供需矛盾突出，生态与环境恶化。遏制石羊河流域生态与环境恶化趋势，促进当地经济社会协调可持续发展，在没有外调水的情况下，应以节水型社会建设为主线，建立节水自律、内涵集约的发展模式，这是解决全流域水资源短缺问题最根本、最有效的战略举措，也是促进经济增长方式转变，经济、资源、环境协调发展的重要手段和基本途径．

Harness of Shiyang River Basin should concentrate on promoting water-saving society establishment

Water shortage, over-exploitation of water, contradiction with water demand over supply and ecological environment degradation are existed in the Shiyang River Basin. In order to slow down the worsening of ecological environment in the Shiyang River Basin and promote a harmonized and sustainable development of Local economy and society, emphasis should be placed on water-saving society establishment under the condition of without external water diversion. To build a self-discipline and inherent-intensive development mode for water conservation is the fundamental and effective measure for alleviating water shortage in the basin, and also important means for the transfer of economic growth mode, and harmonized development of economy, resources and environment of the region.
