| 摘 要： | 我国正在进行的大部制行政管理体制改革,目的在于建立服务型政府,这必然要求行政伦理建设同时跟进。建构服务型政府所需的行政伦理,必须建立行政人员的自律机制,并结合外部的制度性约束。

| Abstract: | China is carrying out the big system reform of administrative systems,aiming to establishing service government,which inevitably requires the administrative ethics construction following up.The required administrative ethics for the construction of service government need establish self-discipline mechanism for administrative staff and combine with exterior institutional restraint. |
