| 摘 要： | 我国国有企业改革尽管取得了不少成绩，但总体情况并不十分理想。进一步深化国有企业和国有资产改革，增强国有企业活力，提升国有资产质量，必须赋予国有企业任免经营者的充分权力，确立董事长在国有企业中的权威地位，理顺国有资产管理部门的职责定位。

| Abstract: | Although it has made considerable headway, yet the overall situation of the state-owned enterprises reform does not meet the demind. For further deepening the reform, strengthening the vitality of the stateowned enterprises, improving the quality of the state-owned property, we must give the full functions of appointing and removing the managers to the enterprisers, establish the authoritative status for the chairman of the board, and clearly defines the responsibilities of the administative departments of the state-owned property. |
