| 摘 要： | 政府在管理民营经济中存在着政策歧视、审批经济、管理失调、职责不清、“三乱”不止、地方保护主义、盲目指示等失范现象。它不但制约了民营经济的发展,而且损害了党和政府的形象。规范政府行为,促进民营经济发展必须以“三个代表”重要思想为指导,转变政府职能。廉洁政府行为,取消准入歧视,加快立法建设,同时民营经济也要严格遵纪守法,树立良好形象。
