公用事业民营化的冷思考

公用事业民营化已经成为一股世界性潮流,而在我国,公用事业民营化也得到了人们的普遍赞同,但同时我们也应该看到,公用事业民营化其实是一把双刃剑。一方面,民营化可以解决我国公用事业领域长期存在的建设资金不足,资源配置效率低下等问题,提高公共服务水平。另一方面,如果运用不好,将会破坏市场竞争环境,损害社会公众的整体利益。因此,政府在推进民营化的进程中必须引进竞争机制、价格机制、监管机制等重要机制,并用法制化手段确定下来,以保证我国的公用事业民营化沿着健康的发展道路前进。

The public utility operated privately has already become one world current, and in our country ,it also obtained people's universal approval .But we should also see that private operation actually is one double edge sword .On the one hand , it may solve a lot of problems in our country , such as fund insufficiency, low efficiency of resource disposition. On the other hand ,if the method is badly used, it will destroy the market competition environment and harm the social public benefits . Therefore, when the public utility is operated privately , the government should introduce the compitition mechanism, the price mechanism and supervising and managing mechanism in order to guarantee our country' s public utility to devolep healthily.
