| 摘 要： | 陕西科技资源丰富，科技创新能力强，利用陕西科技资源优势改造传统产业，实现科技兴陕，必须进行制度变革。要利用科技资源优势改造传统产业实现科技兴陕目标，我们需要从机制与制度设计层面，发挥关中高技术产业开发带的增长极作用，依靠政府链条的力量推动科技资源、传统产业、科技中介服务机构、政府四者的有机结合螺旋式上升，以制度创新整合生产要素，发展区域创新网络系统。

| Abstract: | Based on the growth pole, four-helical and region innovation network theory, the current situation of science and technology resources and traditional industry of Shaanxi Province are discussed, the paper makes some mechanism and institution design suggestions with the guide of scientific theory, aiming to building an institution frame for science and technology resources advantage of Shaanxi penetrating and diffusing to traditional industry. |
