政府:现阶段农村基础设施建设的主导主体

我国现在正处于"从总体上进入以工促农、以城带乡的发展阶段","总体进入"意味着还没有全部进入,这时,必须大力推进"三农"完成从原有阶段向新阶段的转换.在这个发展新阶段,新农村建设是工业化、城市化进程的重要任务,其基础设施的建设,具有特别重要的意义.但个体经营的农户和集体经济实力有限,很难承担起这一重任,各级政府理所当然地是现阶段农村基础设施建设的主导主体.
