China Opened to the World: Opportunities For Foreign Entrepreneurs

To meet the challenges posed by globalization,China is speeding up reforms,not putting on the brakes,senior Chinese officials have insisted,In the opening Address of the China Business Summit 2000,Li Rongrong,Vice-Chairman of the State Economic and Trade Commission,said that the reform of state-owned enterprises has in face moved from the local to the central-government level."The reform hsd not been slowed down,"Li said."We are accelerating the process."He explained that efforts are under way to separate government bureaucracy from management,particularly in the country's six largest SOEs.He acknowledged that this would result in layoffs at operations such as depleted mines and oilfields.And loss-making enterprises would have to be declared bankrupt. But,Li added ,the government is hastening to set up a safety-net social security system. "Good enterprises are entitled to develop,while enterprises that arent't doing so well must have escape routes."
