构建第三产业循环经济的发展模式

目前,我国第三产业总体发展滞后,各省市之间第三产业竞争力水平存在明显差异,第三产业资产利用率普遍较低,资源浪费严重,发展第三产业循环经济迫在眉睫。应从小、中、大三个角度构建第三产业循环经济的发展模式,应把企事业单位层面归为小循环发展模式,把行业和区域层面归为中循环发展模式,把产业和社会层面归为大循环发展模式,同时应加大科技投入,提高循环经济技术支撑能力和创新能力,加快循环经济立法,促进循环经济向更深层次发展。

To Construct Developing Models of Cyclic Economy in the Tertiary Industry

Nowadays, the overall development of tertiary industry in China is lagged behind, and there are obvious diversities among the competitiveness of different provinces. Utilization rate of asset is low and resource waste is serious, so it's imperative to develop cyclic e- conomy. We need establish developing models of Cyclic Economy in the tertiary industry from small, middle and big, three angles.i.e. we will conclude the enterprises and institutes as the small cyclic developing model; industry and region, the middle one; industry and society, the big one. Meanwhile, we should increase investment of science and technology and supporting and innovative ability of cyclic economic techniques through accelerating the legislation of cyclic economy to promote the deep development of cyclic economy.
