| 摘 要： | 本文通过政策传播流程,从动态的角度考察探讨上海民营高科技企业核心技术竞争力的政策激励方式;同时,创造性地将政策制定、实行、反馈各关键环节成本化,发现上海民营高科技企业核心技术竞争力政策中存在的问题,并提出激励建议。

| Abstract: | In this paper, we take a dynamic view on policy motivation on core tech competence of Shanghai high tech private- own corporations. Meanwhile, we creatively turn the constituting, implementing polices and its feedback which are the key factors of policy motivation into the concept of cost. After finding the problems among policy, we propose the suggestions. |
