| 摘 要： | 当前,基本医疗卫生是改善民生的领域之一。基本医疗卫生服务的经济社会属性决定了对其保障的投入是民生财政的重要内容。在政府财力和投入规模的现实约束下,公共财政投入的有效性问题更应成为关注的重点。作为医疗卫生资源配置的主要机制,公共财政必须借力调整投入结构和实施有效政策措施,从供给和需求两个方面确保医疗卫生资源分配的公平与效率。
