我国地方“十二五”规划的特点和重点研究

比较研究了全国31个省、市、自治区的“十二五”规划《纲要》文本.从发展总体目标及定位、规划指标、经济增长战略路径、产业发展、社会发展、生态文明建设和体制改革七个方面对地方规划的特点进行了总结.发展总体目标及定位方面各地根据自身所处的阶段和中央的要求,提出了自己的总体目标和具体目标;速度指标出现分化,收入指标基本与经济发展同步;经济增长战略路径方面可以归纳为五类,最具特色的是创新驱动战略;产业发展方面布局重点不同,十分重视战略性新兴产业和文化产业发展;社会发展方面基本上衔接了国家的原则和要求,并在此基础上提出了一些具体的落实措施;生态建设方面理念鲜明;体制改革方面做了新的探索和推进.

Study on the Characteristics and Emphases of China's Local Government "12th Five-Year Plan"

Based on the comparative study on the texts of "12th Five-Year Plan"drafted by China’s 31 provinces,this paper summarizes the characteristics of local planning in terms of the overall objectives and positioning of development,planning targets,the strategy route for economic growth,industrial development,social development,ecological civilization construction,and structural reform.According to the local development stage and the central government requirement,the local government makes its own overall objectives and specific targets.There appear differentiation in speed indicators but the revenue index is basically in agreement with the economic development.The Strategy route for economic growth can be summarized as five classifications,among which innovation-driven strategy is of the most characteristic.The layout of the industrial development has different focuses,attaching great importance to the emerging strategic industries and the cultural industries.The social development follows the principles and requirements of China’s social development and based on that specific implementation measures are put forward.There are distinctive concepts at ecological construction.System reform has made a new exploration and advancing.
