行业行政垄断的形成及治理机制研究

本文构建了规制机构与垄断厂商间的重复博弈模型以分析行业行政垄断产生及维持的微观机制。结果显示,如果规制机构更多考虑经济增长、规制机构与垄断厂商间存在旋转门以及规制权力相对集中的条件下,无论垄断厂商具备何种产权性质,厂商主动型行政垄断都有可能作为一种特定的制度安排而出现。在渐进式改革背景下,本文认为行政垄断的治理应关注在规制机构与垄断厂商之间设立防火墙、引入多个规制机构并实行标尺规制以及由政府组建新的垄断厂商以形成一定程度的有效竞争等三个方面。

Study on the Formation and Governance Mechanism of Administrative Monopoly

In this paper,we use a repeated game model between the regulator and monopoly firm to analyze the maintenance and strengthening mechanism of administrative monopoly.The result shows that if the regulator consider economic growth,the existence of revolving door and the concentration of regulate power,no matter what kind of property of the monopoly firm,administrative monopoly will emergence as an specific institution arrangements.Under progressive reform,we believe the governance of administrative monopoly s...
