| 摘 要： | 本文认为候鸟型农民工的长期存在已严重阻碍中国城市化与城乡消费力的提升,相应带来增长对出口与投资的依赖症与地区差距拉大等一系列问题,其根本原因是由于地方财政体制利益分割的刚性带来劳动承接、户籍拒绝所致。本文主张按邓小平两个大局战略将纵向梯度推移的东、中、西部合纵连横,构建沿海帮助内地的泛珠三角、泛长三角和大环渤海三大地方财政预算区,并将按财政供养人口计算地方财力的传统做法改为依国际惯例按常住(户籍)人口计算,通过协调地方财政利益关系以形成统一市场,从根本上解决候鸟型农民工及三农问题。
