| 摘 要： | 制度会不断提高组织的协调性和管理的有效性。建筑外墙保温节能管理是一项系统工程,制度建设是建筑外墙保温节能管理过程中一次又一次的思想解放、理论突破与实践探索互动的过程。通过分析我国建筑外墙保温节能管理中存在的问题,提出了诸多建筑外墙保温节能管理制度建设的对策。
