| 摘 要： | 农村集体建没用地依法流转的实质是，还集体土地的商品属性，还集体农民的集体土地所有者和土地流转增值收益者的主体地位。这有利于最大限度地发挥集体建没用地的增值功能，促进节约集约用地、保护耕地，有利于农民“以地生财”，形成持续稳定的增加财产性收入的渠道。

| Abstract: | According to the laws,the collective farmland for construction in countryside can be circled. Its substance is： restoring the commodity attribute of the collective farmland; reestablishing the principal status of the collective farmers as the owner for the collective land and the cycling profits. It is advantageous to increasing ultimately in value of the collective construction land, and promoting intensive farming, guarantee the farmland, and also advantageous to ＂make money with land＂ for the farmers, and form the channel of sustainable rising the property income. |
