改革和完善城市土地产权制度的思考

我国城市现行土地权利体系已难以适应土地市场发展的需要,要解决现行土地产权制度存在的问题,必须在明确所有权主体和职能的前提下,强化土地使用权的地位,理顺多种形态使用权之间的关系,从而降低土地使用权的交易成本,促进土地有偿使用规模的不断扩大。

Present urban land tenure system in China can't satisfy the need of land market development. In order to solve the problem, we should strengthen the importance of land use right and straighten out multiple land use right, on the premise of making definite land ownership and function. By the above method, the transaction cost of land use right will be reduced and the scope of compensated land transfer will be enlarged.
