乡村生态旅游促进新型城镇化的实证分析--以西安市长安区为例

在生态资源富集又邻近大城市的乡村地区发展乡村生态旅游，能够有效地促进新型城镇化、助推新型旅游小城镇的形成。文章在界定核心概念并进行理论机理分析的基础上，以西安市长安区为例，对其2002—2014年间乡村生态旅游与新型城镇化之间的关系进行实证检验，结果表明：二者确实存在高度的正相关关系，且前者是后者的重要原因。因此，应采取有力措施发展这些地区的乡村生态旅游：第一，进一步加大政府对乡村地区基础设施的投资，彻底实现城乡公共产品供给的均等化；第二，引导民间资金、技术、管理等有序合理、规模适度地投入乡村生态旅游业；第三，务必加强乡村生态旅游业发展过程中的环境监管等。

An Empirical Study of the Promotion to New-type Urbanization by Ecological Tourism in the Countryside:An Investigation in Chang’an District of Xi’an

Developing the ecological tourism in the countryside, which has rich ecological resources and is located nearby large and medium-sized cities, can effectively contribute to the process of new-type urbanization and the formation of new-type small towns focusing on tourism. This article defines core definitions clearly such as ecological tourism in the countryside, new-type urbanization, and new-type small towns focusing on tourism imply as a preceding condition. Then this article employs the theory of agglomeration economy and the theory of industrial structure change to analyze the mechanism that is the contribution of ecological tourism in the countryside areas to new-type urbanization firstly, as a solid theoretical basis for the following empirical analysis. In addition, this article introduces the status of the ecological tourism in the countryside and new-type urbanization of Chang’an district on the northern foot of Qinling Mountains of Xi’an of Shaanxi province of China, analyzes their consistency of statistical significance with the data between 2002 and 2014 secondly. Follow on, this article uses Granger causality and co-integration test to examine the statistical consistency and the causality between ecological tourism in the countryside and new-type urbanization thirdly. Therefore, based on the examination of our empirical study, the consistency and causal relationship are significant. The correlation coefficient is 0.7. Ecological tourism in the countryside is one reason that contributes to new-type urbanization, and the equilibrium could be achieved in the long-term. Based on the results, the authors provide some suggestions to improve the ecological tourism in the countryside areas in the chase after section of the paper. First, The government could increase investments in the infrastructure of the countryside areas so that the public products are equally supplied in the countryside and urban areas. Second, private investments, techniques and management methods could be introduced reasonably and appropriately to the ecological tourism in the countryside. Third, The environment needs to be monitored in the development of ecological tourism. Fourth, the folk culture should be protected to build the characteristics of new ecological tourism small towns.
The innovation points of this paper as follows:(1) taking some green construction elements to put the index system of the new type urbanization , in order to illustrate what is new of the new-type urbanization, and to reflect the characteristics of the new tourism small town;(2) this paper take Chang??an District of Xi??an of Shaanxi Province as an example, to has proven that developing the ecological tourism in the countryside, which has rich ecological resources and is located nearby large and medium-sized cities, can effectively contribute to the process of new-type urbanization and the formation of new-type small towns focusing on tourism.
