咸宁乡村振兴的财政对策研究

财政是乡村振兴战略取得成效的重要保障。近年来,咸宁市财政把乡村振兴战略作为财政支出的重点,不断加大投入力度,创新投入方式,支持乡村人才振兴、产业振兴、生态振兴、组织振兴,先后形成了一大批试点示范。同时,在推进过程中受经济下行、减税降费等政策影响,受政策措施不够的掣肘,受资源禀赋的限制,出现了如大量需求与投入不够的矛盾,人才意愿不强、不足,乡村振兴税收政策不够等问题。为切实推进乡村振兴战略在咸宁实施,需进一步发挥财政的直接支持、撬动引导作用,形成包含政府、市场、社会、农民等多元主体参与、激励相容、良性互动体系。

Public finance is an important guarantee for the success of rural revitalization strategy.In recent years,Xianning city takes the strategy of rural revitalization as the key point of fiscal expenditure,continuously increases investment,innovates investment way,supports the rural talents revitalization,the industrial revitalization,the ecological revitalization,the organizational revitalization,which have successfully formed a large number of pilot demonstrations.At the same time,due to the impact of the economic downturn,tax and fee reduction policies,the lack of policies and measures,and the limitation of resource endowment,there are many problems,such as the contradiction between supply and demand,weak talent willingness and insufficient tax policies for rural revitalization.In order to effectively promote the implementation of the rural revitalization strategy in Xianning city,it is necessary to give further play to the direct fiscal support and guide,and form a system of multiple subjects,including the government,market,society,farmers,etc.,to participate in,encourage compatibility and benign interaction.
