摘    要:以2013—2019年全国人文社科类高校为研究对象,运用超效率SBM模型对人文社科类高校科研效率进行测算,结果发现全国人文社科类高校科研效率总体水平一般,达到有效状态的省份不足50%,其中东部地区最高,东北和中部地区居中,西部地区最低。进一步通过Tobit模型对影响科研效率的因素进行回归,发现人力资源投入和科研经费投入对科研效率具有显著负向作用,对外开放程度和政府支持对科研效率具有显著正向作用,地区经济发展水平对科研效率的正向作用不显著。为推进人文社科类高校科技创新工作,需要减少人力和财力资本的过度投入,做好科研经费的精细化管理,优化人才队伍结构,并加强对外科技交流合作。

Research onthe Efficiency and Influencing Factors of Scientific Research in Humanities and Social Sciences Universities Based on the Super-Efficiency SBM and Tobit Model
Abstract:Taking humanities and social sciences universities in 31 provinces from 2013 to 2019 as the research object, the super-efficiency SBM model is used to measure the scientific research efficiency of humanities and social sciences universities. The results show that the overall level of scientific research efficiency in humanities and social sciences universities is average, less than 50% of the provinces have reached the effective state, among which the eastern region is the highest, the northeast and central regions are in the middle, and the western region is the lowest. The Tobit model was further used to regress the factors affecting scientific research efficiency, and it was found that human resource investment and scientific research funding investment had a significant negative effect on scientific research efficiency, and the degree of opening to the outside world and government support had a significant positive effect on scientific research efficiency. The positive effect of regional economic development level on scientific research efficiency was not significant. In order to promote scientific and technological innovation in humanities and social sciences colleges and universities, it is necessary to reduce the excessive investment of human and financial capital, do a good job in the refined management of scientific research funds, optimize the structure of the talent team, and strengthen foreign scientific and technological exchanges and cooperation.
