借鉴国外先进经验完善我国政府采购制度

本文认为,我国自1995年开始政府采购制度试点工作以来,政府采购制度工作已取得了明显成效,不仅强化了财政支出管理,提高了资金使用效率,而且积累了一定的经验。但目前我国政府采购制度还很不成熟,各级地方政府采购工作仍存在明显不足。加入W TO必将对我国政府采购资金、政府采购供应商、政府采购机构等产生一系列影响。文章认为,面对加入W TO带来的机遇与挑战,必须借鉴W TO其他成员国政府采购的先进经验,结合国情完善我国政府采购制度,必须严格遵守《政府采购法》,形成规范的管理制度和操作程序,强化监督机制;积极推广电子网络技术在政府采购中的应用;利用政府采购适度保护民族企业;强化政府采购人员的培训。

How to Use the Experience of Other Countries for Reference and Improve China's Government Procurement System

The author maintains that the system of government procurement was tri ed out in 1995 in China.And notable progress has been registered in this work e ver since.Not only has the system of fiscal expenditure been strengthened,the efficiency of using capital been increased,but also we have accumulated some ex periences.But,at present,China's government procurement system is not mature yet.China's entry into the WTO will have some effects on the capital,supplie r and institutions of government procurement.Facing with the opportunity and ch allenge brought by China's entry into the WTO,we have to use the advanced expe rience of other member countries of WTO and improve China's government procurem ent system by proceeding from our national conditions.We have to strictly abide by and implement Government Procurement Law;establish standard system of manag ement and procedure;tighten the mechanism of supervision;actively stimulate IT application.
