改制企业中党建和思想政治工作的理论依据与路径——以铁路运输企业转换经营机制中的党建和思想政治工作为例

目前,改制后的铁路运输企业面临着外部竞争与内部改革需求的双重压力,转换经营体制,推行多元化经营成为它们参与市场竞争的主要"自强"手段。党建和思想政治工作则是铁路运输企业进行经济体制改革的重要思想保障。从理论先导上看,党的精神和先进理论是转换铁路运输经营体制工作的指导和方向;从重大决策角度看,党组参与重大决策能够处理好改革、发展和稳定的关系;从基层党建角度看,要立足基层党组织,不断提高基层党组织的凝聚力和战斗力;从核心价值观角度看,思想认同是凝聚力的基础,要增强企业人文关怀,发挥员工主动性和创造力。

Theoretical Basis and Paths for the Restructuring of Enterprises on Party Building and Ideological and Political Work： Taking the Party Building and Ideological and Political Work in Operational Mechanism of Railway Transport Enterprise as an Example

Currently, the railway transport enterprises are facing the dual pressures of external competition and internal reform needs after the reforms. Conversion management system and the implementation of diversification become their main ＂self-reliance＂ means in the market. Party building and ideological and political work is the important thinking safeguard in economic reform of the railway transport enterprises. From the theoretical point of view the pilot, Party spirit and advanced theoretical are the guidance and direction in converting railway management system work. From the perspective of major decisions, Party involved in major decisions and they can handle relationships among reform, development and stability. From the perspective of grassroots party building, based grassroots organizations, continuously improved its cohesion and combat effectiveness. From the perspective of core values, ideological identity is the basis for cohesion. It will enhance human care, play to their initiative and creativity.
