| 摘 要： | 政府对集群治理的介入受到产业条件和制度环境的双重制约,表现出差异化特征。产业基础较强的区域,地方政府多采取保护引导式的介入治理模式;而产业基础较弱的区域,地方政府多采取强力主导式的模式。但随着集群的发展,政府介入又表现出中间性演化的趋势。

| Abstract: | The government intervening in cluster governance is subjected to the dual constraints of industry condition and institution environment,performing the differentiation business features.In the strong area of industry foundation,the local government takes the protect intervention management mode;in the weak area of industry foundation,the local government will take the enforcement dominant type.But with the development of the cluster,government intervention shows the intermediateness evolution trend. |
