| 摘 要： | 经过10多年的发展，我国的政策评估有了长足的进步，但长期以来，有关科技政策评估制度的研究却是公共政策研究中一直被忽视的薄弱环节，故我国至今仍未建成一个完善的科技政策评估制度体系。文章阐述了广西公共科技政策实施效果评估存在的问题，分析了其形成的根源，并借鉴国内外公共科技政策实施效果评估制度发展的相关经验，从法规制度、监理制度、评估方法与体系3个角度提出了完善广西公共科技政策实施效果评估制度的对策。

| Abstract: | Through more than 10 years of development, China has come a long way in policy evaluation. That being said, the research on the system of evalualing technology policy has been a weak link neglected in the research on public policy. Currently, China has not yet established an improved technology policy evaluation system. The article elaborates on the existing problems in the effect evaluation on implementing public technology policy in Guangxi, analyzes the reasons and puts forward the measures of perfecting the evaluation system through three angles of regulations, supervision and evaluation method by drawing the relevant experiences both home and abroad. |
