改革土地征用制度,完善农村市场经济体制

我国现行土地征用制度始于计划经济时代，虽然经历了几次调整但总体上保留了计划经济时期的土地征用的基本思想，已经越来越不适应市场经济发展的要求。由土地征用所引起的矛盾已经越来越成为社会关注的焦点，改革农村土地征用制度也已经成为深化农村经济体制改革的一项重要内容。
