| 摘 要： | 重大工程是一个国家为应对经济、社会或科技等重大问题而动员全社会资源组织实施的战略性工程,是一个国家战略意志的体现。重大工程的决策具有独特的特征。目前,我国已进入重大工程决策的高峰期。为使重大工程的决策科学化、民主化、制度化,分析了构建国家重大工程决策机制的必要性,总结了我国重大工程决策失误的历史教训,提出了构建和完善国家重大工程决策机制的相关建议。
