| 摘 要： | 本文从分析当前公共政策运行失效现象入手,运用和谐制度理论分析模型,以2005年房地产市场宏观调控政策的运行为例,从权利配置、和谐三角、制度运行的影响因素等角度,分析后改革时期公共政策失效的原因,并提出针对性的改进路径.

| Abstract: | Based on an analysis of the phenomenon of public policy failure, the author uses the theoretical analysis model of harmonious institution and takes the operation of the macro regulative measures for the real estate market in 2005 as an example. From the aspects such as the rights placement,the harmonious triangle,the affecting factors in institution function, the paper gives reasons for public policy failures in the post-reform age and puts forward some solutions on target. |
