| 摘 要： | 2008年,中国政府制定了一系列能源相关政策和法规.<中华人民共和国节约能源法>于2008年4月1日正式施行,配套法规相继颁发,节能工作更加注重实效;政府根据市场情况,适时出台成品油、电力、化肥等税率调整措施,全力保障国内能源供应;成品油价税改革方案顺利推出,能源价格改革取得实质性进展;核电和风电发展力度加大,煤制油项目过快发展的势头受到遏制.2009年,中国政府将对能源政策进一步充实完善,适时推出成品油价税方案实施细则和配套措施,推动能源价格的市场化改革;完善能源管理的法制化建设;加强国际能源合作;推动能源消费的节约增效;加快能源产业的结构调整;促进能源发展的环保和谐.
