河北省农业科技园区指标体系综合评价研究

目的]农业科技园区指标体系的综合评价是其发展水平的重要体现,通过对其进行分析评价指出现阶段存在的问题,以期为农业科技园区健康持续发展提供理论依据。方法]通过文献查阅法对相关研究内容进行整理分析,为研究河北省农业科技园区评价指标体系奠定理论基础,进而采用层次分析法从政府管理、园区发展、生态环境、社会效益、带动能力及人才资源6个方面共20个指标对河北省农业科技园区指标体系进行综合评价。结果]河北省农业科技园区的生态环境(0.7314)和社会效益(0.7321)的权重值较大;且河北省农业科技园区综合评价中得分较高的依次包括加工产值与农业产值(0.694)、园区建设与当地规划(0.658)、示范区高产稳产农业比例(0.623),得分较低的为项目平均盈利指数(0.089)和投资项目净现值(0.123)。结论]综合来看,目前河北省农业科技园区发展良好,具有较好地生态环境及社会价值,但在经济价值方面没有表现出明显的优势。今后政府应在大力引进人才,严格控制废弃物排放标准,明确投资目标等方面加强管理,实现河北省农业科技园区更快更好地发展。

COMPREHENSIVE EVALUATION OF INDEX SYSTEM AND APPLICATION OF QUANTITATIVE ANALYSIS IN HEBEI AGRICULTURAL SCIENCE AND TECHNOLOGY PARK

A comprehensive evaluation index system of agricultural science and technology park is its important manifestation of the development level. By analyzing and appraising the existing problems at the present stage, this paper provided a theoretical basis for the healthy and sustainable development of agricultural science and technology park. Through the literature review method, the related research contents were sorted and analyzed, which laid the theoretical foundation for studying the evaluation index system of agricultural science and technology parks in Hebei. Then it used the analytic hierarchy process from the aspects of government management, park development, ecological environment, social benefits, talent resources, 6 aspects of a total of 20 indicators of agricultural science and technology park in Hebei index system for comprehensive evaluation. The results showed that the ecological environment of Hebei agricultural science and technology park (0.7321) and social benefits of weight value(0.7314) were relatively large; And the higher scores in comprehensive evaluation of agricultural science and technology parks in Hebei included the processing output value and agricultural output value (0.694), the park construction and local planning (0.658), the proportion of high-yield and stable agriculture in the demonstration area (0.623), the lower average score were the project average profit index (0.089) and the net present value of investment projects (0.123). At present, Hebei agricultural science and technology park develops well, has good ecological environment and social value, but does not show obvious advantages in terms of economic value. In the future, the government should strengthen management in vigorously introducing talents, strictly controlling waste discharge standards, specifying investment targets, and achieving faster and better development of agricultural science and technology parks in Hebei.
