我国居民收入分配差异的特征及其缓解制度安排

改革开放以来,我国居民收入差异具有显著的时间上的阶段性和空间上的多元性,其表象上是伴随着经济的增长而存在,而本质上则在于宏观经济制度设计上的缺憾、经济体制的转轨和生产力发展水平导致的二元经济的作用。缓解居民收入差距应摆正效率与公平的关系,实现由“效率优先,兼顾公平”向“效率与公平并重”过渡的分配原则。

The Features of Chinese Citizens' Income and Distribution Difference and Ways to Narrow the Gap

Since the reform and opening,Chinese citizens income difference has exhibited different stages in time,and diversity in space.A superficial conclusion is that the difference is the consequence of economic growth,but basically speaking,the difference is nothing but the result of the loopholes of the macro-economic system,and the dual economy resulting from the transition of economic system and level of productive forces.To narrow the of citizens' income gap,measures shall be taken to set up a rational relationship between efficiency and fairness,changing from"giving priority to efficiency with due consideration to fairness"to"pay equal atten-tion to efficiency and fairness.
