小型农田水利建设财政支持的长效机制研究

小型农田水利设施薄弱是影响农业稳定发展和国家粮食安全的重要因素。改革开放以来，国家对小型农田水利建设重视不够。本文在合理界定各级政府职能的基础上，从中央财政支农资金支持乏力，水利建设投资比重偏低，小农水专项资金偏少，财政扶持、激励机制不完善等方面分析了公共财政缺位的表现，并从投入、激励、保障机制三个方面提出建立财政支持长效机制的建议。

Long-term Mechanism of Fiscal Support for Small-scale Irrigation and Water Conservancy Infrastructure

The weakness of small-scale irrigation and water conservancy infrastructure is an important factor to influence the steady development of agriculture and national food security.Since the reform and opening up,the Government has paid insufficient attention to the construction of small-scale irrigation and water conservancy.On the basis of reasonable definition of the functions of government at all levels,the paper analyzes the absence of public finance from the central weak public finance support for agriculture,the low proportion of investment in irrigation and water conservancy construction,much less special funds of the small agricultural water,imperfect mechanism of fiscal support and incentive,and so on.Finally,the paper proposed the suggestion of establishing fiscal support for long-term mechanism from investment,incentives and protection.
