西部民族地区的现代化与资源的物权化选择

西部民族地区虽然拥有丰富的自然资源,但其现代化起点低、进程慢,仍处于传统的农业社会向现代工业社会过渡的阶段。借助其丰富的自然资源,进行技术创新,加快工业发展,应该成为西部民族地区现代化的首要选择。要充分发挥西部民族地区丰富的自然资源的作用,发展循环经济,实现人与自然的和谐发展,就要走资源的物权化道路。完善中国的资源物权制度,充分发挥物权的激励功能,是加快西部民族地区现代化进程的关键要素。

Modernization of Western Nationalities Regions and the Choice of Property Right on Natural Resources

Although there are abundant natural resources in western nationalities regions, its starting point of modernization is low and the development course is slow which makes it in its transitional stage from traditional agricultural society into a modern industrial society. The primary choice of promoting the development of industry and making the regions into modern industrial society is to take full advantage of its abundant natural resources. The author believes that in order to make full use of the natural resources in western nationalities regions, develop circular economy, and achieve the harmonious development of human and nature, we have to reform the property right of natural resources. The key element of accelerating the modernization of western nationalities regions is to make full use of the inspiration function of property right and to perfect Chinese property right on natural resources.
