摘    要:随着全球化趋势的发展及我国对世界经济事务参与程度的进一步加深, 由贸易保护主义引发的贸易摩擦已频繁出现,“非市场经济”、特保调查、纺织品特别限制措施等针对中国的歧视性做法依然存在。如何在入世后过渡期,努力实现我国外贸事业持续、健康、稳定的发展,实施公平贸易战略,本文提出了加强与完善贸易救济措施制度建设,应对国际贸易摩擦及维护国内产业安全的思路。

Abstract:In Ka-band and above ka-band satellite communications,channel attenuation is badly effected by atmosphere,cloud and mist,rain and scinhillation mainly.The mechanism and characteristic of rain fade and scintillation are studied.The DAH mode is recommended as rain fade prediction model and Van de Kamp mode as scintillation prediction model in Ka-band satellite communications.Rain fade and scintillation values of different cities in China are computed based on real atmosphere data.Therefore,this paper can provide theoretic basis for fade countermeasure techniques and specific reference values for project designs of satellite communications channel.
