论高等教育体制改革中的几个问题

1994年以后 ,我国加快了高等教育宏观结构和布局调整改革的步伐。但是 ,我国高等教育体制改革中仍然存在诸如“在克服过于专门化和平均规模较小的缺陷的同时 ,大学都追求综合性 ,一味求大求全”,“在院校合并的形势下 ,是否还有比院校调整更为根本、更为重要的改革内容”,“如何通过深化教育改革振兴教育事业”等问题。本文提出 :院校合并不宜采用行政命令 ,只能依靠市场调节的手段 ,体制只是一个外围性的问题 ,对体制改革本身不能过高的期望。多种体制办学 ,是我国教育发展的必由之路。

Several Issues concerning Reforms of Higher Educational System

WT5,5”BZ] China sped up its reforms of the macrostructure adjustment in higher education after 1994. However, there still exist such problems as the due/undue emphasis on scale & comprehensiveness, the relationship between college combination and content of education, and revitalization of China's education through further reforms. The author suggests that college combination should not be dictated by authorities or administrations. Market regulations should be introduced. The author holds that we should not expect too much from the system reform. A multi system approach, concludes the author, is the only way out for China's higher education.
