对当前实施“扩大内需”战略的理性思考

为应对当前的全球金融危机，中国及时启动了4万亿元投资的“扩大内需”计划。实际上，扩大内需计划在1998年亚洲危机后就提出了。这次战略举措尽管在解决当时的经济“疲软”问题，维持中国经济数年的高增长功不可没，但这一计划对于“扩大内需”本身而言，却是失败的。因此，应该认真总结经验教训，以免在这轮“扩大内需”战略后重蹈覆辙。
