试论我国城市污水处理市场化过程中的政府职能

近一段时期,我国城市公用事业市场化改革正在快速发展,但是城市污水处理作为城市公用事业的一个重要方面,其市场化改革步伐却较为缓慢,主要原因是大部分城市污水处理仍由政府垄断经营,严重阻碍了公用事业市场化改革进程。文章从现实出发,提出在污水处理过程中,应以市场为导向定位政府职能,通过进一步加快投融资体制改革,加强政府监管职能等措施,推进污水处理市场化改革,这无疑对于政府指导城市公用事业市场化改革具有较大的借鉴意义。

Government's Function in Market-based Course of Disposing Urban Sewage in China

Recently the market-based reform of urban public service in China is going forward,but the market-based reform of urban sewage disposal,which is an important aspect of urban public service,is going on slowly.At present,most urban sewage disposal is still monopolized by governments,which hinders the process of the market-based reform.Starting from this fact,the paper suggests that we should fix government's function in disposing urban sewage according to the market-based reform,accelerate the reform of raising capital and strengthen the function of government's supervision.
