| 摘 要： | 高效的村社权力是农村集体经济发展的关键因素,村社权力效能与集体经济发展之间存在正相关性。村民选举赋予村干部权力,政权意志制衡村社权力,干部素质决定了村社权力效能。在农村集体经济活动中,村社权力处于治理地位,村社权力具有协调集体经济的功能。只有激活村社权力,重视村干部选择培养与利益实现,约束村社的法外治权,才能促进集体经济发展。
