完善山东省济南市环保投融资机制的探讨

良好的生态环境是实现可持续发展的基石。“十一五”期间，济南在实现经济快速增长的同时，正面临着越来越严峻的环境形势，城市化建设进程中引发的污染日益严重，脆弱的资源环境支撑能力正影响着经济的可持续发展。虽然政府已经加大了防治污染的力度，但成效缓慢。本文认为，投融资机制不完善是制约环保工作的关键。因此，本文在分析了济南环保投融资现状的基础上，提出了完善投融资机制的几点建议。

On Financing System of Perfecting Environmental Protection in Jinan

Good ecological environment benefits from realizing sustainable development. The economy is growing rapidly in .Iinan and meanwhile the city is facing sterner environment situation. The pollution caused by urbanization is more and more serious. Resources environment supporting ability has becoming fragile and affected the sustainable development of economy. Although the city government has already reinforced the measures to prevent pollution, the effect is not remarkable. The paper holds that im- perfect financing mechanism is the key to restraining environmental protection. Therefore, the paper put forward proposals to perfect financing mechanism based on the analysis of status quo of environmental protection in Jinan city.
