基于BGWR模型的区域创新能力建设中政府效能测评

构建了我国省域政府效能、区域创新能力的评价指标体系,运用全局主成分分析方法对2006—2009年我国30个省(自治区、直辖市)的政府效能及区域创新能力进行了综合评价。利用综合评价数据,分别使用BGWR模型中的3种平滑方法———"距离平滑"、"单中心城市平滑"和"邻近平滑",基于后验概率的比较,对省域政府效能对创新能力建设的影响作用进行了客观评估。结果表明:除新疆外,我国其他省区的政府效能对创新能力建设的影响作用均较显著,但各省之间存在较大差异;与东部地区、东北地区和西部地区相比,目前我国中部地区的政府效能对创新能力建设的影响作用相对较大。

Evaluation of Provincial Government Efficiency in Regional Innovation Capability Construction in China Based on BGWR Model

This paper constructs the evaluation index systems of provincial government efficiency and regional innovation capability, and uses the global principal component analysis method to comprehensively evaluate the government efficiencies and the regional innovation capabilities of 30 provinces in China from 2006 to 2009. Then it empirically verifies the effect of provincial government efficiency on regional innovation capability construction in China by using these evaluation data and BGWR model based on the posterior probability. The results show that the effects of government efficiency on regional innovation capability construction in provinces except Xinjiang province of China are all significantly, hut there is difference in this effect,and this effect in central area of China is higher than that in western,northeastern and eastern area.
