中国政府间财政转移支付影响因素的实证分析——我们离基本公共服务均等化还有多远

财政转移支付是实现基本公共服务均等化的供给保证,然而在实践中,很多其他因素可能会在转移支付的分配过程中起作用。通过采用多元线性回归的方法,对2004-2006年中国各地区财政数据建模,分析中国现行财政转移支付政策的主要影响因素和价值取向表明,中国财政转移支付政策导向是:更倾向于民族地区,坚持效率优先兼顾公平,在一定程度上是保地方机构运转和保工资的。

Empirical Study of the Factors Affecting the Transfer Payment Among Chinese Governments

Financial transfer payment is the supply guarantee for the equalization of basic public services.However,in practice,there are many other factors which may act in the distribution of transfer payment.Relying on multiple linear regression approach,this article builds models with the financial data across China during 2004-2006,and analyzes the factors and value orientation of China's current transfer payment policies.The research shows that the policy orientation of China's financial transfer payment is: favorable for ethnic minority regions,preference for efficiency while considering fairness,and to some degree ensuring the normal operation of local authorities and the employees in them.
