农业保险制度模式与产品组合设计研究

摘    要:本文从中国农业保险的现状入手,分析了农业保险难的理论与现实根源.认为农业保险宜采用政策性农业保险为主体的多元化制度安排模式,而在农业风险管理与保险技术上,应该把纯粹农业风险与"三农风险"区别开来,采取分类治理的保险产品组合设计办法,运用一揽子农业保险产品组合对付复杂的农业风险.对于小型农业风险可用传统的风险管理与保险技术处理,对于大型农业自然灾害风险则要运用ART金融工程技术设计农业风险金融衍生产品,通过保险市场、资本市场和货币市场的互动,来有效地解决农业保险难问题.

Abstract:This paper,based on current situation of China's agricultural insurance,analyzes the theoretical and practical cause of the difficulties in agricultural insurance,indicates that agricultural insurance should use multiple system arrangement modes based on agricultural insurance policy and that pure agricultural risk and "three agricultural risk" should be separated to use product combination design method of classification management and to use a series of agricultural insurance product combination to deal with agricultural risk in the techniques of agricultural risk management and that traditional risk management and insurance techniques are used to deal with small agricultural risk and that ART financial engineering technique design and agricultural financial derivative products are used to deal with big agricultural natural disaster by the combination of insurance market,capital market and currency market to solve agricultural insurance problems.
