The Impact of Government Behavior on the Forming of TBT

First, this paper analyzed the permanence of trade protection about its being on the point of the international trade evolution, and how TBT became the new instrument of trade protection in today's trade condition. Then, bringing forward that establish a warning system of TBT is urgent affair now, and then analyzed how the government behavior impact on the forming of TBT to make prepare for study of the warning system as an important input variable which can be measured.
