| 摘 要： | 不同类型、不同发展阶段的区域有着不同的可持续发展问题．大连经济可持续发展的出路在于建立一种能协调社会、经济、生态发展的社会经济体制．这种经济体制以第三产业的高度繁荣、临海型工业的充分发展为主要标志。这一体制建立的突破点是大连北方航运中心的形成和发展。
