摘    要:在旅游经济优区的背景下,结合案例城市杭州旅游人力资源的实践经验,总结3种发展模式,即:“请进来”与“走出去”培训模式;政府、企业、院校全方位合作模式;区域无障碍人才流动模式。通过问卷调查,量化展示杭州旅游业人力资源的基本情况。对实践经验进行总结,结合人力资源理论,定性地进行模式总结。首先是对旅游经济优区的探讨和分类,其次是对杭州旅游业人力资源情况的说明,再者以杭州作为旅游经济优区的案例,总结其发展过程中的经验,上升为3种新的模式。结果发现:3种发展模式具有可行性和实践操作意义,但由于旅游经济优区本身涵盏两种状态,因此3种模式在适用范围上有所限制。

Abstract:Research objective: under the background of economy optimal tourism district, the paper concludes three different practical models from the practice of an EMTD city--Hangzhou. These HRD models are "invite in" and "sent out"; cooperation of industry, government and education; accessible movement of HR in Yangtze triangle area. Research approach: a quantitative study of current tourism HR situation in Hangzhou and a qualitative study of three HRD models with Hangzhou practical experience. Research process: firstly, discuss the categories of EOTD; then, give an explanation of tourism HR situation in Hangzhou; finally, take Hangzhou as a typical EOTD city, conclude the experience of Hangzhou to develop new model of HRD. Research conclusion: they are feasibility and practical models whose applicability is a bit different, because of different kinds of EOTD.
