政府投资项目评审职能市场化的风险及其规避

随着我国市场化的深度推进和政府职能的不断转变，许多隶属于政府的职能纷纷转由市场来承担，政府投资项目评估咨询过程的市场化程度也不断提高，但由于政府投资项目资金来源、建设目的及评审职能的特殊性，并且我国目前市场机制与规则不够健全，法律与制度相对滞后，市民社会力量较为薄弱，如果简单将评审职能推向市场将存在诸多风险。

Along with our government function＇s tran sformation, market takes over many duties that fulfilled by government before, marketization degree about consultant process of fiscal project increased continuously. But marketization is not the best choice concerning fiscal project＇s finance resources, construction orientation, and particularity of evaluation functions. Due to the defect in system of institution and law, imperfect of our market system and rule, weakness of our civil society etc, there would existing many risks if push the evaluation function to market simply.
