| 摘 要： | 循环经济是相对于传统经济而言的一种新型经济，新农村建设是我国又一重大战略决策。循环经济与新农村建设看似没有任何关联，但是在对两者进行内涵、目标、内在关系分析的基础上，可以看出两者之间存在着深层的作用机理和影响方式，两者相互作用，相互促进：循环经济发展促进社会主义新农村建设的节减集约化，促进社会主义新农村建设的生态保护，保障社会主义新农村建设“以人为本”理念实施。因此，文章提出“新农村循环经济体系”建设新模式，该模式突出“以人为本”理念，最终实现农民收入增加、农业发展可持续、农村旧貌换新颜、较好地解决“三农”问题的目标。
