发展农业经济 调整农村结构 增加农民收入

“三农”问题是我国长期面临需要解决的重大问题。在21世纪,可以从四个方面进行探索。一是大力发展农业与农村经济,实现农业生产高效率;二是建立农村市场体系,即建立农村劳动力市场、农村金融市场和农民劳动力资源开发培训市场;三是发展多种所有制经济,为劳动力转移创造制度条件;四是改善分配制度,提高农民收入,同时须推广税费改革,减轻农民负担。

In the new century, we would take four countermeasures to solve the problems of farmers, agriculture and countryside: Firstly, devote major efforts to develope the economy of agriculture and countryside, raise the efficient of agricultural production; secondly, build the market system of agriculture; thirdly, establish the multi-ownership economy; Fourthly, increase farmar' s income.
