摘    要:职业教育制度作为人们之间进行互动的行为框架,通过对行为的规范从而实现人力资源开发等重要的功能。教育内容与工作内容的匹配度、职业教育"出口"与相应工作岗位的衔接、职业教育的高成本和投资高风险都是制约职业教育人力资源开发功能的制度因素,政府加大投资以及更为充分的校企合作都是解决的方法。

Abstract:The vocational education system as the behavior framework of the interaction between people,by the norms of behavior achieve human resource development and other important functions.The matching degree of education content and job content,the corresponding of vocational education "exports" and interface work,high cost of vocational education,and high risk of investment are all the system factors that restrict the functions of human resource development of vocational education system.The government increasing investment and more full cooperation of school-enterprise both are the solutions.
