| 摘 要： | 永康对再生资源回收利用体系的各个方面都制定了具体的目标，建成了由回收网络系统、交易市场系统和加工利用系统三个子系统组成的网络模式，其构成要素有回收站点、再生资源分拣中转站、废旧金属材料市场、信息基础平台等，并建立了再生资源回收“54321”制度。永康的经验是构建“个体回收户＋龙头企业＋回收基地＋信息管理”的回收利用新模式，建立“企业主体＋行业自律＋政府搭桥＋公众参与”的长效发展新机制.

| Abstract: | Yongkang has set up specific goals for the system of using renewable resources in all aspects, comple- ted a three sub - system model network of the recovery network system, market system and processing system, of which the composing elements are the recovery site, renewable resources sorting transit point, metal scrap materials market, and information infrastructure platform for the establishment of the renewable resources system ＂54321＂. Yongkang ex- perience is to build a new recycling model of ＂individual recovery households ＋ leading enterprises ＋ information management＂, and establish a long - term development mechanism of ＂corporate body ＋ industry self - regulation ＋ governmental bypass ＋ public participation＂. |
